Trolley proposal will cost taxpayers money

I was under the impression that Rivercorp's mandate was to bring economic development to our city

First lets define "trolley" – a vehicle transporting people powered by motors fed by electricity from above ground trolley poles.

So, are you proposing we re-install power poles and wires that we just paid to removed?

Then we have the projected ridership of 5,000 per month at  25 cents donation. That's $1,250 per month, or $15,000 per year, assuming that all donate 25 cents, and 5,000 people use the service – which I would doubt – less operation cost of $70 per hour times 40 hours a week or 480 hours per year at $70 equals $33,600 plus insurance at $5,000 per year.
